Mystery solved:

The changes were commited from a working copy checked out using the file:// protocol. In this case the post-commit hook responsible for generating the commit mail must be executed on the local machine. The post-commit hook however is configured to run on the subversion server (savannah) and will generally not run on any other machine.

Conclusion:

For Subversion hooks to work properly one must checkout his/her working copy using either the https:// or the svn+ssh:// protocol.
